Welcome to Blue Pages:
a directory of property flood products and services available to help reduce the risk of flooding to your home or business.
In the directory you will be able to search different categories of flood products and services. At the top of each category page you will find a short description of what the product or service should do. Where applicable, the relevant standards or criteria that should be met is also detailed.
If you have any questions you can contact the National Flood Forum Helpline on 01299 403055.
Note: Whilst the National Flood Forum does not endorse any of these products, we are happy to provide this platform in order to enable people to make informed decisions.
Standards and Accreditation
For many consumers, flooding and flood products are unknown territory, so deciding what is right for their property and lifestyle is a big decision. In an attempt to help drive up standards in the sector, particularly in relation to Property Level Protection (PLP), we have asked advertisers to show the standards their products meet and/or the accreditation schemes they comply with by clearly displaying their certification on their own website.
We accept that not all businesses are able to do this, which may be due to a number of factors such as the prohibitive cost of accreditation for smaller companies or that their products may not fit the criteria for testing under some of the standards. We have therefore created a separate category for any products that are not certified and these are listed under ‘Non Certified Products’.
We remain impartial and cannot offer any advice on which product may be most suitable for individual circumstances, but we would encourage people to look at all the products that are available across all the different categories.
Please note that standards and certification is rapidly evolving in property protection and from time to time the National Flood Forum will be upgrading the requirements in order that customers can be increasingly certain that the systems they purchase will deliver what they want.
Certified Surveyors and Installers
The Chartered Institution of Water and Environmental Management (CIWEM) are developing a certification scheme for PFR professionals. In order to become certified, surveyors and installers will need to complete the required PFR Code of Practice training and demonstrate relevant industry experience in the delivery of flood resilience measures.
Using a certified competent PFR professional will give home and business owners confidence in the expertise of those surveying their property or installing products. More information will be provided once the certification scheme is live
Confidence in Property Flood Resilience (PFR) Products
When purchasing PFR products, it’s essential that customers can trust these products to perform effectively during a flood. Choosing a product that has been independently tested and approved through a recognised third-party certification scheme provides reassurance that it meets rigorous performance standards.
Currently, the only UK certification scheme for PFR products is the BSI Kitemark. Products bearing the BSI Kitemark have passed the British Standard BS 851188 testing procedures. They have also undergone a Factory Production Control audit, which verifies the consistency of manufacturing processes. Additionally, ongoing product surveillance ensures that these standards are maintained over time.
You can find Kitemarked PFR products listed on the BSI Certification and Verification Directory.
As of 2024, the Environment Agency’s new PFR Framework specifies that certain PFR products must have the BSI Kitemark or an equivalent third-party certification to be eligible for funded projects.
About BS 851188: The British Standard for Flood Resistance Products
BS 851188 was published on 19 September 2019, replacing the earlier PAS 1188 standard, which has now been withdrawn. This update brought significant changes, including:
The term “resistance” is now used instead of “protection” to better reflect the standard’s purpose and to align with broader industry guidance, including the upcoming CIRIA Code of Practice for PFR.
The previous PAS 1188 Parts 1 and 3 were merged into BS 851188 Part 1, covering:
Building aperture products (e.g. doors, windows)
Building skirts and wall sealant systems
PAS 1188 Parts 2 and 4 were merged into BS 851188 Part 2, covering:
Perimeter barrier systems (temporary and demountable)
A key change is the removal of the maximum Designated Maximum Water Depth (DMWD), allowing products to be tested at greater depths—if facilities are available.
Enhanced Testing Requirements
While maximum leakage rates remain unchanged, additional testing has been introduced to better reflect real-world conditions and product functionality:
Cycling and operating force tests for flood doors and windows
Dynamic impact testing for doors, windows, and barrier systems
Overflow testing for temporary and demountable barriers to assess safety under overtopping scenarios
The BSI Kitemark scheme for flood products was updated to align with BS 851188:2019, and all existing certificate holders were required to transition.
It’s important to note that flood doors can be tested and certified under BS 851188, but this certification remains voluntary. However, it is explicitly required under the Environment Agency’s PFR Framework for suppliers wishing to tender for certain projects.
